NO Wolfeboro, N.H. ‘First Night’ For 2017 (i.e., December 31, 2016) — OFFICIAL.

It is OFFICIAL. I called up and checked with the “Wolfeboro Area Chamber of Commerce“.

Wolfeboro First Night“, which was so much a part of the Lakes Region scene, for 20-years is NO MORE — and has NOT been since 2014. Shame. Pity.

Yes, there will be town-sponsored fireworks, on the ‘docks’, at 6:30pm (which is WAY, WAY, WAY, WAY, WAY too early)!

Some Town Officials are hoping to do ‘something’ in the “Great Hall” of the “Town Hall” building. Details to follow.

Last year the “Wolfeboro Inn” did a ‘gala’. Not so this year.

Shame. A pity. We used to love First Night at Wolfeboro. Will have to make other plans. {SMILE}.

As far as I can see, and I have spoken at length with DMV folks at Concord, N.H. and our (always extremely helpful) Tax collection ladies at Alton Town Hall here are the only valid LEGAL options for purchasing a car out-of-state and bringing it back to New Hampshire.

1. Have it transported to N.H. via a transport service.

2. Trailer it yourself using a flatbed trailer.

3. Go buy the car, out-of-state, bring the title, bill-of-sale and odometer statement back to N.H., get PERMANENT plates, go back, out-of-state, PUT the plates on and drive back.

4. Get valid ‘Transit Plates‘ in the state of purchase and use those to drive the car back.

5. Convince the seller to drive to N.H., with the plates they have, go to a DMV or to your town, complete the purchase and then get plates.


Things that will not work and those that are NOT legal.

** Contrary to what the seller might tell you, you CAN NOT just take N.H. plates from an existing car and use them on the out-of-state car, temporarily, to bring it back. That can land you in some very hot water. A number of sellers that I have spoken to have told me to do this BUT I am not that stupid — contrary to what I may look and act. DMV and others have confirmed that this falls under misuse of plates and is considered a serious crime — as it should be.

** Massachusetts State Troopers (depending on their whim) will refuse to recognize N.H. 20-day Temporary Plates and ticket you! This came as a surprise to me. I know that during my last 30 years in N.H. I have been to MA in cars that had temp plates. I wasn’t stopped BUT it appears that this happens. Check it out.

** N.H. Towns, like Alton, cannot issue 20-day temp. plates. Only DMV locations can do so and you have to have registration, bill of sales etc. in order to get one.


I have been finding all of these to my costs because I have been looking at buying a car out-of-state.

Over the years I have bought a few cars in MA, a Jeep Cherokee in 1989 in Lowell, a red Camaro Z28 in 1987 in Lowell and a Cadillac. I bought a black, fully-loaded Cadillac STS from ‘Cadillac of Norwood‘, in MA, on Thanksgiving eve in 1996. I had done the whole deal over the telephone. Drove down in a Green Firebird that I was trading in and drove back in my black ‘Rocket Ship‘ STS. Can’t remember how the plate situation worked. This was a long time ago and I bought all of these from large dealers. I guess they put some kind of dealer plates. Never had any problems.

But now I was looking at private out-of-state sales.

Transportation is not as bad as it sounds. You can get a car from the East Coast for between $250 and $500. If you have AAA you can get it trailered relatively inexpensively.

Going out-of-state buying the car coming back with the paperwork, getting the plates and going back only really works if the distance is not that great. Once you get to around 100 miles it becomes impractical because you are talking two full round-trips.

The seller driving up to N.H. works but as you can imagine many will not be motivated to do so UNLESS they start getting desparate. I did have a seller who was willing to drive up from Plymouth, MA — but only after he realized that I had ruled him out.

I think I get the gist of this. Not really sure who these ‘department directors’ that he is talking about. I didn’t think they were that big to have multiple directors. That they were giving out $3,000 bonuses caught me by surprise. I did not realize Alton gave out bonuses such as this. I guess I live and learn.

This letter, dated April 1, 2013 (though I really hope it was NOT an April Fool’s joke by the town), was read, without too much elaboration, at last night’s School Board meeting. Since I didn’t get to see the letter and I was not taking any notes I might have got some of the nuances wrong, but the gist of it, as I could see it, was that the Town, at last, was asking the school to look into the issues of the malodorous sinks in the classroom.

As with the ‘seating configuration‘, I know very well that this had nothing to do with me (and after 21 years of writing public opinion pieces I know the adage: ‘like a rooster claiming that it is his daily crowing that makes the Sun rise‘ only too well).

But, seems strange that just last Friday, March 29, 2013, I happened to speak to a Town official on exactly this matter and even spelled out how they used a piece of wood over the sink. Now, as is my wont, I might have, inadvertently, used my ‘code words’.

Bottom line is that I am delighted. Teischan who was also at the meeting was even more delighted.

Amazing how these things happen. We just started trying to get to the bottom of this ACS air quality issue — as I posted yesterday (where I did mention that I had been talking to people in Concord and the Town Hall).

Suddenly we have all these documents in front of me — and I THANK all those that scrambled to get them to us within ‘hours’.

I have Air Quality reports from 2010 and 2012 PLUS a NH Department of LaborSafety Inspection Report‘ for the SAU and ACS that was conducted this year, February 26, 2013.

Plus there is the second School Board meeting this coming Monday, April 8, 2013 where I gather some of these concerns will get aired.

In the last month of so I have been getting 40 hits a day on my NH property tax posts. Thank you. I am glad I can be of help.

I guess folks have started getting their new mortgage rates for 2013 and have finally come to terms with what is happening with property tax rates.

There is, however, a key point that I am not sure that I have still managed to get through.

In NH, comparing the tax rate of one town, say Alton, with another, say Franconia, is meaningless and pointless.

Why? Because the tax rate is dependent, tied at the hip, to the property values of that town.

There are no standardized property values — and there can never be such a thing, because property values have to, in some form, reflect market demand and market prices.

Hence, the above example. Same house. Different assessed values. [This is a hypothetical example. I do not know exactly what the assessed value will be in Francoina. Just a guess.]

So it doesn’t matter that Franconia’s tax rate is $2.24 per $1,000 assessed value higher than Alton.

The tax bill in Franconia will be lower than Alton.

I don’t know why but people always overlook this tax rate ≈ assessed value relationship. It is an inviolable. Tax rate by itself means diddly.

In the end it is all a question of the town’s budget. They have to set the tax rate based on their property base.

So there is no point going on about the tax rate of one town versus that of the other. Just doesn’t work.

I had looked at this once before in mid-December 2012 using data I got online from the State.

This week I went and got some data from the Town. Thanks, folks. That was excellent.

I have been paying property taxes in NH for 27 years — sometimes in multiple towns. I know how it works quite well.

In 1987 I nearly got lynched in the town I was then living in. They had got a brand new, computer system to do their taxes — their first foray into computers. They had a glitch in it which precluded them from sending out the tax bills. The bills were 3 weeks late. I happened to go to the Town Hall to register a car (or something) and was told about the problem in passing. I fixed it in about 10 minutes. The bills went out the next day! The word got out that that ‘brown guy’ who had mysteriously appeared in town (and who worked for some computer company in MA) had fixed the system. But, the Town Hall, especially the Tax Collector, and all who got paid from the town (like the police), loved me ever since.

In NH, the tax rate and the tax base are connected not just at the hip, but from top to bottom.

Lets say that by some miracle a Town managed to operate on a flat budget over a number of years. If, however, despite the flat budget the tax base went down — the tax rate has to go up to make up for it. If the tax base goes up, the tax rate goes down — provided the budget doesn’t change.

It is a titer-totter.

In NH, a Town’s tax rate by itself tells you diddly! It has to be coupled with the tax base — and the formula used to assess property in the town

Take Concord. They have a higher tax rate. I think $24 per thousand. That doesn’t however mean that they pay 1.75 times more in property taxes than Alton. Why? Their assessed value on homes is less. You now have to factor that in. If you take a house assessed at $200,000 in Concord and put it on my lot in Alton (in place of this house), it won’t be assessed at $200,000 in Alton! That is the titer-totter. The snakes-and-ladders as we properly call it back home (and we invented the game).

To me this is but intellectual curiosity. No axe to grind. I have learned over the years not to get excited about changes in a Town assessed base or tax rate. If one goes down the other will go up. C’est la vie.
